Expanded Outlaw System

I was thinking of an interesting expansion of the outlaw system that I know hardcore PvPers of the FT world would enjoy.
Regular Player > Outlaw > Exile
5 innocent player kills would grant you outlaw status,
whereas 10 (15?) kills whilst being an outlaw would make you an exiled character. (counter resets if you lose outlaw)
An exiled player is similar to the outlaw, but simply a permanent status. Your name will change black and you will have a 'skull' emblem above your character. This isnt necessarily a punishment, but rather for a persona you are trying to portray to others-- perhaps you want to instill fear in your enemies or the new clans that rise up to conquer your turf, or for others to believe you are a ruthless PvPer who loves clan warfare, or a lone wolf that will do mercenary work for all clans in general, anything your imagination can come up with!
Thoughts?
**if a player accidently becomes exiled, and does not wish to have the status, he or she must donate to the temple 10 million gold to clear their reputation & be set back to Outlaw.
