Problem with less weapon and armour

I got an Idea how to solve the problem with less weapon and armour.
What about giving weapons and Armours different Stages. Means stages like
{ 'Normal' 'Good or Great' 'Rare' 'Epic' }
I use this stages on an Example:
Lets use fire Bow the stats from fire bow is:
Dmg 15
Speed 7
Lvl 12
Range 7
(Normal drop chance)
If you get a Good fire bow his stats could be:
Dmg 17
Speed 7
Lvl 12
Range 7
( 20 %(from normal drop chance)
Rare fire bow
Dmg 20
Speed 7
Lvl 12
Range 8
( 5-10 % drop chance from normal drop chance)
Epic
Dmg 22
Speed 8
Lvl 12
Range 8
Dex 5
( 1% drop chance )
Of course the drop chance is variable between drop chances different items. Means you can get an Epic firebow faster then an epic Razor sword.
This would solve the problem that all lvl 25-49 lvl 50-100 have same bow. And of course if we use the stages on sword and rest it will solve the same problem too.
