U can't craft them at will. They are just luck. Let say u are crafting many Astral Robes, So a chance ia there that 1 out of 100 may be a +1 or 1 out of 1000 may be a +2.
Well For Some high level Items certain NPCs are there, they take required items and Gold to make a +1 or +2 item.
U can Also find some +1 or +2 items in chests at east and west caves at 4,0
