This means that you attacked these players at some point. If you rarely do PvP, you may have attacked them a very long time ago. The list is not dated so there is no telling when you attacked them. These names are replaced when new attacks on different player occur. The list only keeps the last 15 enemies. Once huanglong becomes your 16th enemy, his name will drop off the list and will no longer be able to attack you (unless you attack him again).
If a player is accidentally targeted, does this count as an attack even if the attack is not carried through? I have accidentally targeted someone while trying to click on the message icon or trying to give them an item.

Where is the enemy list, I'd read about it on the FT home page, but have never seen in game mode?
The only way to check it right now is through a server check
So only GMs who have server access can check this
No, we don't usually check on request either.
It would be nice, if this were viewable in the game.
But currently, that is not an option.
