Quest Log should read:
Innkeeper should spawn in that area. IF he spawns inside the fence you can't talk to him, leave the map - south to Silverwood, log off, come back and go up again. That should do it.
I have an alt open and I'm reading it there.
The inn is inside the fenced in compound just outside the library; M-3.2.Bring the heads of a lion, a brown wolf and a war dog to the innkeeper.
Innkeeper should spawn in that area. IF he spawns inside the fence you can't talk to him, leave the map - south to Silverwood, log off, come back and go up again. That should do it.
