I am aware multiclienting is an accepted practice within the game. However, are there any circumstances where it is not?

For example, being sieged by one person who is running multiple accounts to attack your base with balista in clan.

Good question. From all I have heard it is common enough for one individual to use multiple characters on both the siege and build sides.
