Ring of protection

I got the ring of protection from the witch's sister and my quest log says to talk to Ascanius but when I find him he doesn't have a question mark above his head. I cannot talk to him.

What am I doing wrong?

Oh I did the three book quest but did not turn in the 75 plate, wasp sting and green flow spell. Do I need to do that quest first?

Yes you need to do the basement part of library. Then talk to ascanious

I believe you also need to talk to the witch's sister on map 0, 2 and you will get a quest to talk with someone who knows about the ring.

Ok I turned in the 75 armor to Sebastious and now I need to find the monks praying room. So far I cannot find it.
