I suppose for your question on what to do with him it might depend on if you have set any expectations for clan members. Some clans tend to be far more comfortable keeping idiots around than others.

I've had the same problems with this pest. I've found a great way to thwart him.
I use a no pvp token and just stand there. It really frustrates him much to my enjoyment.
I can then go about my playing and he can choke on his own bile!
