they should be attack by city guard if they get near any city or castle or at least there's a special kind of guard that will deal with them specially to a city like silverwood there's a lot of newbie there and the fun part start from there

There's a difference between PvP and bothering other players. Player verse player is an agreed upon battle between 2 players or a battle between players that are similar lvls. Now waiting til someone is lvling against monsters in order to lvl there character and running up and killing them is pking and cowardly and takes no skill especially when they are 1k + lvls above a lvl500 and under.those players are just scum and probably not good enough to win a more evenly balanced match.
