I *think* this is how it works at mystic/cryptic dragon smith.

2k+0 weapon + piece of ancient weapon + 1.5b gold = 2k+1 weapon

2k +1 weapon + piece of ancient weapon + 2b gold = 2k+2 weapon

hi i upgrate axe in black smith but he just give me +1 and now he no speak im happy for +1 but i wana +2

Equip the +1 axe and speak with him again. Hopefully he will say he wants:

Piece of ancient weapon
2b gold
2k+1 axe

...and he will then upgrade it to the 2k+2 axe.

That's my best guess, anyway.
