How to be qualified to ride this horse?

He is friendly but why he not letting me to ride him ? Do I have to make any kind of special saddle or Does anyone have any idea how do I ride this friendly horse?

these quests still not finished !

it was from the stable-quest at the beekeeper.

once some of the players, my dwarf too, started it. the stable was a short time opened, but that quest not worked well.
that was maybe 2-3 years ago, but idk it exactly, and it was still closed since that time. the pets are only in memorial !
