Map 190.190 is a dungeon under Silverwood City (3.1).
The entrance is the door next to the entrance to the cyclops cave and requires level 150 and the mysterious key from the wagon shop to enter If this is what you wanted to know.

One option for such questions is to use the test server as well. You could always do something like /go 190.190.11.11 and see if you recognize the map. I can't say that I remember many maps by map number but recognize them when I see them.
