I've walked around, but nothing. A few NPCs spawned, but none will talk with me.

Then you are in the wrong spot. There are no "few" NPCs there. There is the boatman and Vetus Lector.

Somewhere between the boatman and the house.

on the island, I've come across the following NPCs:

- guy by portal
- guy in a robe (spawns near ^)
- kid in the ruins (who walks)

I've walked back and forth to all 4 corners, between the house (left side) and the portal. nothing. I'm probably going to give it a rest until I can free passage setup!

EDIT: I paid 40M and used the pirate map to get the top island. This is the right one, right?

ah no, that's not the correct island - sounds like you're on devils island, not the Volcanic Islands.... need 1 map down I believe

This is really all spoilers...

If you have "meet Vetus Lector" (however it is phrased) you should be able to meet him. You don't need the pirate map or payment to get there. Go through the portal maze to get to Proditor's tower, but instead of going in the tower go to the left and talk with the ferry guy who will bring you over for free. This brings you to the middle island. You should appear on the right side roughly in the middle. You'll be between the ferry guy and one of the monsters that you arent qualified to ride right now. Go up (avoid cave for now) and you'll see another ferry guy towards the top who has a ? above him. (Not the guy by the little lake, but keep him in mind.) When you talk with him he says there is just an old guy on the other side and, yes, you want to see him. When he takes you over you're on a very small piece of land and it's probably not possible to move right without spawning Vetus Lector.[\spoiler]
