Help starting Kraken Island quest line

So I looked at the walkthrough posted on the forum about the Kraken Island quest line, and found the rebel in the ice fields, but he has no question mark over his head and won't talk to me. I've definitely completed the House quest line, and even went back to the dungeon under the center house, talked to the 3rd mage, and had him teleport me again just to be sure (unless there's another step in that quest I'm missing, but since there's nothing about it in my quest list, I assume there isn't).

Is there another quest line I need to complete before I can start the Kraken quest?

I still have the Break the Magic quest in my quest list, if that's the problem, but I've run around everywhere to try and start that one too and can't find an NPC to talk for that quest either...

I'm over level 2200, so I assume that's not the problem either

To talk to the rebel in the ice field you must visit Nelrog at the tent and fire on same map as the house of houses. He will tell you there is more information. Then visit the rebel and he should send you to see proditor in the tower. I think that's the sequence...but it has been awhile.

Now I just need to figure out how to move forward in the main questline and break the magic...
