In online version it can be bought where pets can be bought but in Offline RPG version It cannot.... Why? Where can I get it in offline version?

I'm going to make an educated guess here: It does not exist in the RPG game. The Items PDF says:

I say "educated" because of: no Drop, no Chest, no Quest & no Craft

And an items text file that list "where" items are found:

In the offline version it can be purchased with real money before fully logging into game. The US cost is $1.23 USD. I guess it is assumed if you could have internet connection to download the game you could reconnect to buy items. I think there are six options including levels, items, and game gold.

But if it can be only bought by normal money... And cannot be bought normally in game in some shop...
IT IS TOTALLY UNACCEPTABLE.
Because when I want to make some other robes via witch near blacksmith... I cannot because I don't have dark robe...
Please if someone could tell developers... Tell them to change it and make dark robe buyable in shop in game...

Agree with you. Unfortunately the offline game has not had any updates for years. It is still fun but is lacking so many features of the online version.

First time I have ever looked at it.

The witch says the Dark Robe is needed for the Diamond Robe and the Masters Robe.
The outdated "Items.pdf" state:

Dark Robe:    Shop:  Mage’s Temple
Diamond Robe: Craft: 100%: 5x +500HP(216), 5x Diamond(267), 1x Dark Robe(224)
Master Robe:  Craft: 100%: 2x Green Mix(262),2x Yellow Mix(264), 1x DarkRobe(224)

Neither of those robes in the MMOG require the Dark Robe to craft them:

Diamond Robe: Craft: 95% (for me): 2x Forest Robes, 10x Diamond(267)
Masters Robe: Craft: 85% (for me): 2x Water Robe, 10x +20Mana Potions, 1x Astral Robe

Something changed ... but to make it ONLY available as a purchased item in the RPG game and then make it a requirement to craft two other robes is a little underhanded IMHO. That means there are 3 robes the mage must do without for a lot of kids playing the game.

OK, that ends my Idea of starting a new game with a mage right there.
