offline question (clan buildings)

After update I found in the shop that sells pickaxe`s and hatches a hammer with discription ( click on building to repair) so now ive been running arround trying to fix rubble buildings and nothing gets repaired I know im still a noob trying to get the hang of the game just curious if we can build buildings offline and if so how and where? Thank you for any help

Developer forgot about it. He said it will be fixed in next update.

hammer is for clan buildings in the mmo.
it has been removed from the RPG on last update (this night).
you can craft everything at blacksmith
