It looks like the Old Man?
If so its like a 3part quest. Get him a dog from trainer in NW - MIN of LVL 40 I believe to buy a wardog; get medicne for sick dog; train his dog to be tough. Decent XP and rewards for all 3 if you're between Lvl 50 and 100 (thats about where I did them).
