Unable to do Old Man quest 214

Apparently either I am missing something or there is an issue of some kind. Have made it to lvl 100, have gone back to Lake Town 3,-1 repeatedly for a number of levels hoping to be able to do that line of quests. For whatever reason I am unable to talk to the old man who gives the quest. If anyone has any ideas on what I may have missed or may want to try, I would appreciate any suggestions.

I have no pets, semed like a waste of gold except for the quests which require me to get them.

RPG not MMO. It's s why I was hoping someone might have an idea, what I may have missed. Guess it might also be of note that this is my third play through to this point, the first 2, I stopped at and restarted at 35 and 50.

I may check out the MMO, I do like having others in game to talk with. I have just never been able to get into pvp too much, prefer more pve at least at lower levels. I see the entertainment in pvp at higher levels against equal opponents.

yeah, check it out.. there are tons of players who don't like pvp

I did those about a month ago in RPG and although you could talk to the man around level 30 or so, you coudln't buy the war dog from the trainer (south of Bank Town) until Level 40. I believe you also had to wait a few more levels before the dog got sick, and then lastly until you "made him tough", might have been lvl 75 or so when I did the last 2. You can do it with all 5 PCs, since with pet you'll have 6 member party, and this and other quests attach the pet to your group (no ability to see their stats and no backpack though)

There are 2 npcs in that village, old man wearing white/blue and sometimes I couldn't get him to appear until I walked between the houses.

I don't know if there are any pre-requisits except level, but it could be you've not finished some other lower level quest and need to do that first.

I only have 4 of the 5, out of my 3 short run throughs I haven't been able to keep the archer alive. Also I don't know if it matters or not but I kept the blue knight rather than get the mage. I am currently looking through the quests to see if I missed one that might tie in to the old man line of quests. I have tried to check all quests I do for any prerequisites to start and finish. At this point I am at a bit of a loss on how to proceed aside from skip it entirely.
