in the central house of houses quest? if so, the blinking mages drop the main ones, the dark devil drops the one that lets you down into the basement (he is summoned at the alter)

To the door to cyclops dungeon under Silverwood City?
Buy it at wagon shop on warlock map 1.2 for 2M gold.
