Mana regen and rounding

Formula is 1 + 0.025×mana per 5 sec.
If I have 40 mana I regain 2 mana/sec.

But if I have 20 mana? Do I regain 1 mana first tick and 2 mana the next one? Or am I limited to 1 mana/s until I reach an even 40 mana?

Or is mana saved internally with a decimal?
