Hobbit boots level

I think the Hobbit boots lvl is way too high. At L 500 very few players could ever get a pair and use.. I would like to suggest they come down to L 250 - 300

we do need to fill the gap, I agree there (but wanted to give high level players something finally closer to their level for once )

but again, yes... we will make boots (and other gear) from 250-500 also I'm sure
