same here, started a second games with 2 restarts and the same problems in RPG with version 4.12.2 . must be a bug.

Is your quest log clear? Might be you need to do a aparticular quest 1st?

I have done all the quests possible at my level. I think it might have something to do with a restat. I also can't talk to the old man, the dog trainer and the quest for the three kings.

I have done every quest that I can. Same issue. 2 quest in log. Talk to person who recommended you to library and talk about the ring. Cant talk to him

If memory serves, this quest is referring to the mage who wanted the bracelets, on the southern map. He told you to go check out the library.

Yes, looks like all of us who experienced that know and did, otherwise we wouldn't have the "talk again to the person who recommended you the library" quest in our quest book.

Rather unfortunate bug, as it is stopping the main storyline for me. Ohwell, there might be a fix for it someday. In the meantime plenty of grinding for XP to do.
