Same as iron, carbon and gold ingot.
They are not tradeable.
However, you can put them into a clan building, and another player can take them out.

Because then how do people get and use gear if its sale is banned. Blue keys are more or less quest items arent they? And serve no other purpose, other than to open the HoH doors?
What would be neat is a barracks upgrade option that allowed the use of blue keys to change your archers to the equivilent devil with ranged attacks. Lol.
