Bring the 3 Kings Quest (Quest ID: 237)

I am attempting the 3 Kings quest currently, after completing the previous related quest (like Quest ID 236 etc of the King Martek’s Commander). I've gone to the City’s Commander at Location: 2.-1, but can't get this City’s Commander quest for 3 Kings activated (i.e. no question mark sign). By the way, I'm in RPG, level 86. Is there some bugs in RPG that is not activating the 3 Kings quest? Thanks!

This has been a proplem for a while along with the dog trainer and the old man quests. Do a search , there are many posted on it. They were tring to fix it. Not sure if it was resolved.
