Im not sure, but i am pretty sure that you need lvl 100 to make sieges.
I found a lvl 42 at start with them
i knew it was his because he was walking around with them

(1) siege crafting is available only in clan castles.
(2) you must have less than 2 pets
(2) you must have less than 2 pets
