Im just gonna put in my 2cent..
I dont see how this would be balanced.. Lets rethink this from a mages perspective, currently my alt is level 30ish, i usually buy around 30-35 pots everytime i shop. that would mean (if just grabing your idea raw) i would have to do 3 trigger quests everytime i shop to be able to get a full inventory of pots, which would take time, and i buy pots on my mage for loads of money to not have to spend alot of time leveling..
Do you see how im thinking? This is just taking your idea raw from it is and not making any changes to it, i know you might not talk about pots but you get the point?
Yeah this would be awsome in like "armor" sense, a like "easy" quest to get some better gear.
I've heard the admins talk about adding items with +1, +2 and such into the game (dont take my word for it, i only read this in a diffrent post) in this case a shop with like +3 items for lets say "level 50-75 gear +3 shop" would be an idea, but the problem is also ive read posts about quests before, and combpatant have answered he dont mind making more content, but quests he would like us to write ourself, well a basic idea of the quests for him to refine to fit the game, because his words : My english isnt the best and writing a full long quest chain is taking alot of time for me" ( not his exact words, just making a paralel)
Tho dont take my wall of text as a shut down, im just giving my feedback on your idea, i like it and i think it would be a nice addition to the game.

Perhaps it was my explanation that wasn't the best
By trigger quests, I actually meant side quests. In other words, they can stay in your quest book for as long as you like but are not vital for the game storyline to progress.
Items would be nice as quest rewards and the XP is great as well...but actually, my idea in its current state would need tweaking. You could simply buy 10 (or however many ) of the cheapest items going and use them to stack up XP rewards!
Back to the drawing board, I think!
