Quest bug

On my account CRYPT I can't finis quest receive commendatory letter from the kings cook. I've done every quest available except houses witch I can't talk to the rebel who wants the diamond staff for some reason. I have a few other accounts that I've done every quest available so I know I am not missing anything at this point on this account. I'd like to finish these quests so I can move on to the westen quest. I know the level requirements etc I believe these two pieces of these quests are bugged from my account. Please look into this.

He has no ? And I've done the other 3 rebel quest also inside the other 3 houses. This is the last one and I can not talk to him.

Yes i did and library quests the witches quests spider venom quest mushrooms quest vamp blood beast heads dander fish- both for king and for adventurer and many more nearly all except items to build throne and the quest this account is too low to proceed on.
