If a player that is too weak for me to attack starts attacking me, there is no defense. I just have to run around and hope the player stops. Please make it so that if a player is attacked they can retaliate regardless of level.

If a player that is 'too weak for you' attack you, you can attack back, and you can target him for other days too, (I think you stop be able target him after you or he target 25~30 players, not sure how it work, maybe a GM or player currect me)
