Do mages get xp for healing others? Also, if they do, do they get xp for healing players that already have full health?

IIRC, mages get xp for healing others if the healing mage is at least level 50 (implemented to prevent abuse).
No xp if you heal someone who is full hp. No xp if you're level 49 or less.

But, the xp gained is really, really small; it's not a way to level up at all, unless you intend on violating a rule or two.

UPDATE: I am currently playing my alt mage and I am level 58. I was warped back to spawn after doing an altar and I decided to heal a few players as they returned to spawn in the red. I healed a level 0, a level 1, and a level 100. I gained over 5,000 xp for this. So the return for healing players is pretty decent, especially if a player is a low level mage. Just an FYI.
