volcanic isle NPC

there is a thing i dont know it but in the volcanic isle i found a NPC that dont have a red/blue dot into his head... why? i need infos.. my friend told me that it need lv 250 but i didnt beleave.. so pls i need guide/information about this NPC:

Please, be respectuful with him. He is a scholar of ancient studies and will help you during a quest requiring level 250 to be unlocked

but idk why he dont have a red dot into his head? mostly have
