New daily quests in start map

In start map there is now a new NPC.
He's presenting the daily quests system.
Thanks to Blitzcraig for designing it
At today, the available contents are mostly interesting for new low-level players, but the system is already in use in some tough map, and is going to be used for other quests as well.

I remember we had ideas in the past for a "rules based" quest set. This new mechanic seems perfect for it.
