What are the crafting materials for a 125 Steel Plate? I don't belong to a clan or own a house, so what other options do I have besides purchasing?

Is it possible to craft somewhere other than clan or house? I didn't see the option at the Blacksmith

For items over level 100, you can't craft at blacksmith.
