I searched the forums and did not find a post that answers this. I am doing the inn keeper quest for 3 heads. I have gotten all the heads and returned to inn keeper but he will not talk to me. Not sure if I have missed a critical step somewhere.

The innkeeper is found on map 3.2, near the houses. If you have the quest in your book, make sure you have the correct heads.
The quest marker should appear if you approach the correct npc with the correct heads in your pack, so long as the quest is in your book.
There should be no issue with the quest.
Please check all of the above, and post again to let us know if there's still a problem or not.
