Beggers are not limited to the start map. Chatting with a friend yesterday just outside Martek's Stronghold he told me "I was just asked for money from a mage(81)" Then my friend said, "I told him he should be giving not begging."

Coming out of the tower, I had just levelled, I start walking away, a blue dragon attacks! I hit the attack button and immediately start chopping a tree!

The Twins took out the dragon and I move to the next tree, the Twins take out another dragon. This continues for a bit until up pops this message:
