What: If you use a speed pot, you can still use the speed skill. It doesn't make you faster, but it does turn green. The only way to make it turn off is to relog or switch maps.
Why: Because you are still able to use skills after you use a speed pot. Not sure why it doesn't turn off, though.
Other comments: This is very annoying

This happens to me occasionally when I misclick unfreeze potion when meaning to click sprint skill. This is very annoying I might add, but is part of the game mechanics I believe. Archers can hit or be hit by Freeze Arrow skill or Throwing Axe/Throwing Knife using an Unfreeze Potion and still being able to carry on with the battle is important to PvP, having skills disabled when using Unfreeze/Speed potions will make PvP not work correctly.
Well, I was always sure that "run skill" and "speed potion" effects for dwarf should stack, because these are independent options to accelerate speed. Otherwise why speed potions work if you wear boots (+1 to speed) and pants (+1 to speed).

Good idea, but instead of stacking the skill gets stuck
