By the time I saw this, and went and checked, the player was already gone.
I was preoccupied with testing coming features (soon!)
As for this situation, it depends.
In clan warfare, blockades are allowed. He does not have to let any rival clan member through.
However, unclanned players must be let through, if they ask.
If they don't ask, he's not done anything wrong - however, if he's far enough away that he can't be asked, it is an issue.
So to anyone who would like to make a blockade, keep this in mind.
It's only allowed in a clan vs. clan context.
Also, it's your responsibility to watch your blockade if you decide to make one, and allow those through who are not involved.
Failure to fall within this criteria is punishable.

a big problem from the view of the blocker will be that unclanned who ask to get through might easily turn out to be heal blockers.

Doesn't matter.
Before I became a GM, the hottest spot to be was the blood mummy dungeon - gold was a lot tougher to come by in those days, clan buildings needed gold only to upgrade, and the best place to earn gold was by gathering earth robes and selling them at what is now called Martek's Stronghold.If blocking, camping, and possibly other actions are performed in a tactical way for a short time and within a clan fight context, they might be allowed.
Some rival clans were fighting - one group (led by magix) blocked off the entrance hallway inside the dungeon. They would allow their allies and unclanned players through, but would kill rival clans on sight. My friend and I reported it promptly, but the moderators at the time said it was fine as long as this wasn't hindering normal play of non-clan players. Keep in mind, unclanned players that attacked them, they were allowed to kill. All you had to do was ask, and one would step aside to let you through.
Again, as long as it's clan vs. clan, it's ok for a little while. This was the type of rule that was followed on clan maps as well, until, well... rule 14 was born.
EDIT: the bridges on start map are an exception, as there is no PvP possible there. Blocking in non-pvp areas would not really fall into this exception of the rule - and would be considered a rule 9 violation in most cases.
