I'm confused...
Monster guide says that Baby Ptery is level 400, which means a player must be level 800+ to purchase. Yet, I've seen players under that level have a Baby Ptery as a pet.
What am I missing?

Yes, there is a quest on the Fortress Aetor map where you can get one. So the ones you see are not "purchased" but received for doing the quest.
