Love the debate here. It shows that I'm not the only one who's thought about this, if nothing else!
It seems to me that so far, people have made comments around the following:
a) possible changes/improvements to the outlaw system
b) the dangers of changing the outlaw system as pvp is a major part of the game
c) problems with the outlaw system and how it can be abused
To go back to my original point: at the moment there does not seem to be a effective deterrent in place to make players think twice about becoming outlaws. So let's turn this on its head somewhat. If the outlaw system is not changed in some way (and we have heard some great ideas on this thread) then why is it a feature of the game in the first place?

Re: Hostile shopkeepers
I believe this is being addressed soon
let me share a thought though... the idea of "fair" pvp is, I think, somewhat off.... if you walk around attacking people, you should become an outlaw. however, the law (not LAW clan lol) overlooks the punishment when they are under the protection of a clan attacking another clan, so no outlaw there. also, fights are to be expected in clan maps and colosseum, so no outlaw for fighting there. but regular fighting in public should lead to outlaw.... from a gaming perspective, after the "unfair" outlaw issue is fixed, I think outlaw will become more of a punishment for most players because they will be killed more anyway

your problem is outlaw? to eliminate this, disable pvp unless you have a clan...

if u like pvp ing similar lvls unclanned is the best choice. if u clan up u likely to be slaughtered bya much higher lvl at the moment.
i suggest a system where u cant attack someone 200+lvls lower, unless he attacks u first.
