Offline version

I can't access the bank or the room at the inn ... on the offline version of the game , is this just a bug or did I miss something ?

Hello.
It sounds like a bug.

Have you joystick mode enabled? If yes, you have to walk next to the bank/chest and press the action button.

Arachnia, its offline version he/she is talking about. But as for what he/she is talking about, the bank and the storage in the bar are unable to be accessed because you have 5 backpacks if you have all 5 members of your team.
