Guards...
Very hard to kill if i am a lvl 1 outlaw and I'm trying to still enjoy game(example)
For what I understand, guards have 1.1k str and 50k hp. This is EXTREMLY hard to kill if your a lvl 1 outlaw. But,! If your lvl 1k its a joke. So to even it out... What if we had this
Guards attack damage= 10% Enemies max hp
Guards hp= L^2+100(example if I was lvl 1000 I would need to to do 1000100 dmg to kill which is fair at that lvl.)
If I was a lvl 1 outlaw, it would take a while for the GAURD to kill me and I have a chance to kill it instead of being unfair. I would have to do about 100 dmg to kill it which at lvl 1 is fair. This would help low lvl outlaws to even buy one item at shop.
Second thing...
What if the game implemented more skills? Everyone( well most) liked the fishing skill where you get better gear faster! So what if we had an attack rate/spell dmg multiplier skill? Such as....
Lvl 1 (non mage)- Earn 10 LVLS
(This cannot be purchased with LVLS)
Reward .2 attack speed bonus
Lvl 1 (mage)-Earn 10 LVLS
Reward 1% spell damage bonus
And the LVLS would increase and so on, and every skill lvl you need 5 more LVLS per one. Like at lvl 2 skill you need 15 more LVLS to next lvl.
Thoughts?

Not sure about this one, I'm afraid. The hostile guards were put there in the first place to make players think twice about becoming outlaws. If you reduce the effectiveness of the guards then the likely outcome is that players who may otherwise think twice will become player killer/outlaws again, with no fear of reprisal.
As I understand it, you are an outlaw for a set period of time. Why not just use the time to reflect on the punishment and view it as a lesson learned?

What if I was lvl 4000 with 500 dex and 1m hp? I wouldn't think to much on it. If this was implanted the. Even the lvl 4000 would think twice. Because it would be the same result if I was a lvl 1. They would both have a fair chance. Maybe you would want it at 20% max hp/hit?

Actually, for what it's worth, I think this idea should be viewed from the opposite perspective. In my opinion, an outlaw of ANY level (whether 4, 400 or 4000) should find it too difficult to enter a shop as the guards are too strong for them (whilst they remain an outlaw).
Yes - there are ways around this. Get a friend or an alt to buy things for you, for example. But I guess my point is that players of any level should think carefully about becoming an outlaw as they will have this guard/shop deterrent to deal with if they do so. Again - the player can use the outlaw period of time to reflect on the punishment.

Currently gaurds have 1.1k dmg, so lvl 4000 cant find it hard. But having the gaurds dmg set to 10% or 20% max hp makes it hard for both. If i had 10k hp, in one hit i would have 8k then 6k etc

I like your idea, but it is hard to implement with the current game mechanics, because no monster can currently check the opponent's maximum HP and Dex and adapt his attack ability to it.
