Stolen Book missing from Bank

Hi I have an issue with the stolen Book quest in the Mage Tower the book was last in my bank as of current it is not :?: I have not completed either of the quests that the book can go to if someone could contact me as to how to get a new stolen book it would be much appreciated :) this would be for my Swordsman lvl 103 vampire sword skin .ps I have indeed checked my storage up in the inn up north it is not there either unfortunately
