PvP and Outlaw Mechanism

PvP is part of this game and its fun.Some ppl likes it and some doesnt.When you kill more then 5 people then you may end being outlaw and its status end after certain weeks.If u continue killing more people status duration increase which seems ok.But there are some people who repeatly kills same person for many time after being outlaw also.So its hard to farm for those people who gets hunted by those outlaws repeatly.So,what i suggest is that after the outlaw becomes outlaw,he/she should not be able to kill the same person more then 1 time after he/she becomes outlaw.To kill the person his outlaw status must be over or he has to use his other account.But,if the person that died before attacks outlaw,then outlaw should be able to fight back.I am talking about non-clan pvp.
