Skin
Does changing skin effect players movement and attack speed? I have noticed with certain skins it seems like I travel at slower speeds than other players and even attack slower. In the monster manual, it specifies the frequency of attack for each monster. Just curious.

I wouldn't have thought the choice of skin makes a difference. The animation differs between character/monster but I'd think the actual attack rate is governed by the character's class.
For example, I remember ages ago someone queried whether the archer double attack skill is literally that, as the animation didn't suggest so. The answer was the that animation is 'wrong' (for want of a better expression) as the skill definitely happens.
Can you imagine if it did though?! Hoards of players would choose the skin of the monster with highest attack rate - which is what, incidentally?

The animations are set to a 1 second animation. The attack rate of most weapons is 0.7 seconds per hit. Therefore, the animations will not match the attacks regardless, after lvl 10 or so.

yes, this has been answered pretty well... I'll just add my two cents
some animations have more frames than others, so appear to attack at a slower rate... similar with walking; the actual speed is the same, though some have fewer animations, so take more or faster "steps" which can make them appear to be walking faster
