Crafting +x Gear

Where can I craft gear with +1 or +2? I've seen users who have it, but can't find any information about upgrading the standard gear to the + designation. I don't have a 200 Master Robe yet (almost at L200), but I'm just planning ahead. Is it better than a 250 Chaotic Robe? Thanks in advance.

I'm no expert, but I'm pretty sure just getting the + variations is all luck.
It just happens sometimes as you craft; I don't know if crafting skill helps or not.
A month ago, I did some crafting of bows; crafted maybe 20 or 30 of them.... and one was a +1.
So, to get one, you'll just have to keep trying until you get one... not easy, for sure.
Oh, and all my crafting was done at the blacksmith... so I don't think it matters where you craft really.
