I've suggested before about a games rule kind of quest at start map but I think we need more than this.
How about another cave at start map? You enter and there are 10 different npcs. You click each one and they give you info on the different game rules. (As far as i see, the rules are split into 10 sections). It will be each section of the game manual per npc.
Give 100xp for each and it'll be a nice xp boost for our new starters and a reminder for the rest of us to refer to if not sure.
More importantly, it'll be a permanent in-game reminder of our rights and responsibilities.

Some are GMs, some are not.
I can't name them all...

...I think they've all voiced opinions/ideas on it... I know there's more, but those are the names that pop in my head right now
However...
With the newly implemented systems, it's becoming more of a possibility.
It could happen, but I'm not guaranteeing anything.

A daily quest. NPC asks you a question about rules, answer is binary, let's say A or B.
There are two chests, A and B, in front of the NPC. One contains a nice item, one a carbon ore.

A Thought:
If looking at the "chests A & B" idea make the contents random between; coin, EXP points, one chest obviously greater than the other, and only available three times per player. The idea is something that any class of player can use NOW! (BOOTS: Walk +1 is a good one too)
For example: 1st, 3th and 5th times checking the rules etc.
Possibly have a timed read, I'm not a programmer so just an idea that may or may not be easy to implement. ie: The text box opens and stays open X seconds in order to be read, after that a [Close] button appears. Stops players from [Enter][Enter][Enter][Enter][Enter][Enter] grab prize and leave.
Make prizes less valuable as they use the 1-2-3 times the boxes appear. This, so it becomes apparent that the idea here is: Learning not levelling up ie: a permanent place to come to level up.
Just an opinion
