I went into the mine for the first time just yesterday. There are people wandering around and bunks for well over 10 miners, so I have no clue what all I was ultimately paying for!
You're still ahead of me on this quest. I'll try your suggestion. If "Dave" took me for a ride, then it will be a while before I have enough gold for his replacement!

How sure are you that you "found them all".
It took me at least 4 times walking through every building over again.
9 miners have reported! I found the 10th, paid him his 200M
I was in every house, inn, cathedral, etc at least 2x - so, I'm certain!
#10 just hasn't reported for duty. I'm hoping that @SellSword is right about completing a mini quest first
If you have not completed the mini-quest that SellSword mentioned, that would be your 10th missing miner, meaning the guy on the floor was your 9th missing miner.
