It is common for one quest to be required before another can be done. Perhaps this is the issue?

Repair the lighthouse maybe? I'm trying that now as I was waiting for 400 anxiously.

Sure enough 400 came, I went to talk to the guy and the (?) was gone.

If I remember correctly, then you need to have a quest "Find a way to defeat Sebastius" in your journal.
So at first you should to pass the quest with the lighthouse and defeat Bal-Muen.
