It's an appropriate answer because if you gave the forge part to the humans you cannot access the orc shop and vice a versa, or if you haven't completed that quest at all both the orc shop or human shop cannot be entered. Specifically on the map it is located in the enclosure at the south about half way in. I hope that helps.
