I think the bottom numbers have to be 1.0 for skins.
Old soldiers never die, they just fade away.

I took a look at the new skins forum, and that last row does need to stay unchanged. Below is the official skins submission forum with that information on the first post. The last post is locking the thread, so the status of accepting new skins right now is uncertain.
