Soul Stones and Meteor Stones

I understand that soul stones and meteor stones are a rare product of mining. The question I have is are they possible to obtain when mining stone, or does it have to be a rarer ore like mithril? In other words, does the chance of obtaining some vary with what is being mined?

Any kind of rock you can mine will yield meteor and soul stones at the same rate. If you have need of whatever special ore it makes sense to mine there, but anything will work if you're just looking for those.
